Why this cannot be a fapiao, and what it can be

The document that counts in China is the fapiao (发票) — the official tax receipt cleared through the State Taxation Administration's system, now issued almost entirely as a fully digital e-fapiao and given statutory footing by the VAT Law in force since 1 January 2026. A general fapiao is what lets a mainland buyer book the cost; a special VAT fapiao is what lets a general taxpayer claim the input VAT. Both are drawn against the invoicing quota the tax bureau grants your company and both carry a fapiao number, a digital signature and a QR code. This tool produces none of that — no clearance, no quota, no fapiao number — so the PDF is not a fiscally valid receipt in the mainland. What it is right for is a cross-border services or export deal, a payment request to an overseas client or a group company, an internal billing document, or a proforma a buyer's procurement team can approve against.

Put your full registered company name at the top and the 18-digit Unified Social Credit Code on a line beneath it — that is the number the fapiao will carry — then add the buyer's registered name and tax number under theirs. Describe each service in the wording used in the contract, because that is what the buyer's finance team and, on a cross-border payment, their bank will match against. A visit that ran half a day can be entered as 3.5, since the quantity column accepts decimals. The logo slot takes a PNG or JPEG, so a scan of your company chop can sit there — treat it as a picture of the seal rather than a chopped original, and send a stamped copy if the counterpart asks for one.

The tax rate is left empty on purpose. Mainland VAT still runs at 13%, 9% or 6% under the 2026 VAT Law depending on the supply, and it is administered through the fapiao, so the creditable amount is whatever the fapiao states — a percentage typed into a PDF adds nothing and risks contradicting it. Exported services are frequently zero-rated or exempt, and withholding on payments to and from non-residents follows its own rules. Put the agreed treatment in the notes instead — 'prices are VAT-inclusive; VAT special fapiao to follow' is the usual wording — and confirm the position with your tax agent.

What the per-shipment fee covers, and what falls outside it

A Foshan inspection firm bills a British homeware brand for a quarter of factory work under an annual service contract. Inspections are sold by the shipment rather than by the day: each fee includes two inspector-days, and only the time beyond that allowance is billed separately, which is why the overrun sits on its own line instead of inside the shipment price. Laboratory tests are charged per sample, the supplier audit at the Chaozhou kiln is a fixed fee that already absorbs the travel, and the programme management fee falls once a quarter. Everything is quoted in RMB with nothing added on top, because any VAT the buyer's records need will come from the fapiao rather than from this PDF.

Selling the inspection by the shipment keeps the invoice aligned to the buyer's shipping schedule, and giving the overrun its own line shows exactly where the extra half-days went rather than burying them in a blended day rate.

What a fapiao-free invoice still has to show

  • Mark it 'not a fapiao'

    State in the notes that this is a commercial invoice and not a VAT fapiao, and say when the fapiao will follow — a mainland counterpart who assumes the PDF is the fapiao can neither book the cost nor claim the input VAT.

  • Registered names, in Chinese too

    Use the full registered company name on both sides, adding the Chinese name where the counterpart needs it, with the 18-digit Unified Social Credit Code on the line beneath each.

  • The chop, if the buyer expects one

    The logo upload takes a PNG or JPEG, so a scan of the company chop can go in that slot, but some buyers still want a chopped original or a stamped PDF — check before the invoice goes out.

  • Keep the three documents in step

    On a cross-border settlement the contract, this invoice and the underlying reports are read together, so the service wording, the contract number and the period have to agree across all three or the payment stalls at the bank.

  • A route the money can take

Frequently asked questions

Can I use this to issue a fapiao?

No. A fapiao is cleared through the State Taxation Administration's system against your company's quota and comes back with a fapiao number, a digital signature and a QR code that a browser tool cannot produce, so a mainland buyer cannot use this PDF to book the cost or claim input VAT. Use it for the commercial invoice or payment request, and have your finance team, your tax agent or the STA e-invoice platform issue the fapiao.

Will a client accept a PDF invoice with no fapiao?

For domestic reimbursement in China, usually not — the fapiao is what accounting books. Overseas buyers and cross-border settlements normally work from the commercial invoice and the contract, and the paying bank may want both, so keep the wording on all three consistent and confirm with the buyer's finance team.

Where do the Unified Social Credit Code and the company chop go?
