Turning a statement of work into invoice lines
A development invoice should read like the statement of work it came from. Give each agreed milestone its own line at its fixed fee — discovery and technical spec, design system, build phase, beta release, App Store submission — and quote the milestone number or SOW section in the description, since there is no field for a contract or PO reference. Fixed-price milestones go in at quantity 1; if you sell two-week sprint blocks instead, put the number of sprints in the quantity column and the block price in the rate column, and say what a block buys — one engineer at forty hours is a very different thing from a full squad.
Change requests are what turn a clean project into an argument, so keep them off the milestone lines entirely. Bill them hourly with the hours in the quantity column, which accepts decimals like 6.25, and your change rate alongside. Naming the tickets — "CR-19 to CR-24, approved in writing" — makes it obvious that the extra cost came from work the client asked for after sign-off, not from the original estimate drifting. Ad-hoc change work usually carries a higher effective rate than a block booked in advance, and showing both on the same invoice is the clearest argument for booking blocks.
Third-party costs get their own lines at cost: the Apple Developer Program membership, the one-off Google Play registration, crash reporting, push or SMS credits, a maps or payments API, a rented test device. Monthly services are counted by the month in the quantity column. The notes carry everything that decides when you get paid and what the client owns — the PO number, the SOW date and milestone, when source code and store assets transfer, how long you fix defects at no charge after release, and your payment terms. One tax rate applies to the whole invoice after any discount, so if pass-through costs should not carry the same treatment as your fee — and whether custom development is taxable at all varies by state — raise a separate invoice for them and take an accountant's view.
A milestone invoice with two extra sprints and a store submission
Milestone 4 was priced as a fixed fee in the statement of work, so it goes in at the agreed number and nothing else. The two sprints the client added past the original six are billed at the standard block rate with the count in the quantity column and the allocation named, the change requests logged in the tracker are billed hourly to the quarter hour at the higher ad-hoc rate, and the developer program membership and SMS credits are reproduced at what the studio actually paid.

How do I invoice sprints rather than fixed milestones?
Put the number of sprints in the quantity column and your two-week block rate in the rate column, then name the sprints, their dates and the allocation in the description — "sprints 7 and 8, 4–29 Aug, one engineer at 40 h per block". Fixed milestones and sprint blocks can sit on the same invoice as separate lines.
Where does the client's PO number go?
There is no PO field, so put it at the top of the notes, and if their accounts payable system is strict about it, repeat it at the end of the first line description. A missing PO number is the most common reason a build invoice sits untouched for a month.
How should I bill App Store and Play Store fees?
Pass them through at cost on their own line and say what they are, since the developer account often sits in the client's name and the charge gets queried otherwise. If you paid an annual membership on the client's behalf, bill the full amount once rather than spreading it across milestones.
Do I have to break a fixed-price milestone into hours?
No. A fixed milestone goes in at quantity 1 for the agreed fee, and the hours behind it are your business rather than the invoice's — that is the point of pricing it fixed. If the client asks for them, summarize the hours in the notes or send your time report as a separate document, because there is no timesheet field and nothing can be attached to the PDF.
